Sorry for the poor explanation. Some skilled smokers will take a drag, inhale, then exhale some of the smoke. As the smoke is pouring from her lips, rather than exhaling all of it, she will inhale again. If she does it right, she shows some of the smoke just before she re-inhales it. For instance, watch Sarah doing her smoke rings. Just before she shoots out a ring, she shows some already-inhaled smoke on her tongue. If, instead of shooting out a ring, she showed that smoke, then inhaled it, she would be re-inhaling.

Think of a snap inhale, but instead of using smoke she just
drew from the cigarette, she is using smoke that already
has been down in her lungs.

I've seen it from a few really skilled women, and for me it is very, very sexy. The smoker seems to have total control over the smoke, and in addition, she is showing how much she loves it, she can't bear to let it go.
